Pembroke lost out at the last hurdle in the Eurohockey Cup Winners' Trophy in Ghent, crashing out to Italian side Catania in a penalty shoot-out in one of two finals, with the winners in each gaining promotion into Division A.
Pembroke got into the decider after topping their pool but struggled against the Italians.
Catania took the lead six minutes from time, but Lorna Hill hit back three minutes later to force extra-time.
It was all square at 2-2 in the shootout when Catania sealed victory with a sudden death penalty strike.
Host Belgian club La Gantoise beat Russian side Moscow Region 4-1 to claim the other Division A ticket into next year's European Cup Winners' tournament.
